Electrical tenders in the UK: where they are, what buyers want and how to win them

Electrical work is one of the most frequently tendered trades in the public sector, because so much of it is cyclical. Electrical installation condition reports come round every five years on rented homes. Emergency lighting and fire alarms need annual testing. EV charging points are being rolled out on every council car park. Yet most electrical contractors still rely on domestic word of mouth and the odd main-contractor package.

The work that comes up most

  • EICR and remedial programmes for social landlords, typically hundreds or thousands of properties on a measured-term contract
  • Rewires and upgrades in void properties and sheltered schemes
  • Emergency lighting, fire alarm and lightning protection testing contracts for schools, leisure centres and NHS estates
  • LED lighting replacement and energy-efficiency schemes, often funded by decarbonisation grants
  • EV charge point installation for councils, housing providers and fleet depots
  • Communal and landlord electrics in blocks of flats, including door entry and CCTV
  • Electrical packages within refurbishment and fit-out projects let by main contractors

Who tenders it

Councils, arm's-length management organisations, housing associations, NHS trusts, universities, academy trusts and blue-light services. Many buy through frameworks such as Fusion21, Procure Partnerships, LHC and Pagabo, where you join the framework once and then price mini-competitions. Others let direct contracts of £50,000 to £2 million on Find a Tender and the regional portals.

TenderPilot's Electrical preset picks up all of those, and expands the search to include testing, EICR, rewire, lighting, fire alarm, EV charging and the CPV codes buyers use for electrical installation work.

What buyers check first

NICEIC Approved Contractor or NAPIT registration is effectively mandatory. Add SSIP accreditation (CHAS or SafeContractor), employer's liability at £10 million and public liability at £5 million, and evidence that your operatives hold ECS gold cards and that you have 18th Edition and inspection and testing qualifications across the team.

For EICR programmes, buyers want to see your certification software, your turnaround times, and how you deal with no-access properties. For fire alarm and emergency lighting, BAFE SP203 or equivalent third-party certification is increasingly specified.

How to price measured-term work

Schedule-of-rates contracts are priced per item: per EICR, per consumer unit change, per remedial code C1 and C2. The risk is in the volume assumptions and the travel between properties. Price your EICR rate on a realistic properties-per-day figure for the geography, add a no-access allowance, and check whether the buyer uses the National Housing Federation schedule of rates with a percentage adjustment, which is common.

For lump-sum installation packages, do a proper take-off from the drawings. The AI take-off in EstiMate counts sockets, lights, switches and distribution boards by symbol on each sheet, with each count traced to the drawing it came from, which is exactly the evidence you want behind a tender price.

Winning the quality answers

Buyers of electrical contracts care about three things above the rest: certification and compliance, resident or occupant care in occupied buildings, and reporting. Show the certificate flow (test, certify, upload to the client portal within 48 hours), your appointment and no-access process, and a sample monthly report. If you have a text-message appointment system and a customer-care policy for vulnerable residents, say so; it scores.

Frameworks worth joining

Being on a framework is the long game. Applications open on a cycle and are advertised on Find a Tender as framework agreements or dynamic markets. Once on, the mini-competitions are quicker and the field is smaller. Watch for the ones in your region and set a saved search for "electrical framework" on TenderPilot.

After the award

Measured-term work lives or dies on administration: certificates, invoices per property, and keeping on top of what has been paid. EstiMate's invoicing and job costing handle hundreds of small invoices against one contract so your cash flow keeps pace with the programme.
